Germany
• 161. The Committee considered the initial report of Germany (CAT/C/12/Add.1) at its 128th and 129th meetings, on November 16, 1992 (see CAT/C/SR.128, 129 and 129/Add.2 .)
• 162. The report was submitted by the State party’s representative, who insisted that the prohibition of torture and other cruel, inhuman or degrading treatment was typical of the Constitution and other legislation in Germany. That prohibition was part of the principle that human dignity should be respected, as established by the Federal Constitutional Court. He then pointed out that the German Penal Code did not contain the generic crime of “torture”, but had specific crimes such as assault and battery in performance of official duties, they would be punished as provided in the Convention. In addition, under the provisions on the detention, arrest warrants had to meet certain conditions, the detention could be reviewed at any time and was more difficult than preventive detention be extended for a period exceeding six months. Prisoners on remand or convicted for terrorist offenses were treated exactly like other prisoners.

With reference to Articles 5, 6, 7 and 8 of the Convention, the representative stated that a foreign national suspected of having committed acts of torture abroad could be compelled to appear before a German court, if the country of origin did not ask the extradition. • In another session later (and this is the interesting part of the experiment), volunteers were placed once more within the fRMI, and were asked to recall one of the three videos they had seen previously.
• At this moment, then enters the game the algorithm reads the minds of these people, and based on previous patterns recognized, guess in which people were thinking, and to confirm the participants pressed a button one more time from 1 to 3 to reveal what they had seen, and the results were compared.
• The surprising result was that in all cases, the scientists were able to accurately predict which of the 3 videos people were thinking at the time.
